A new scenario regarding the Berger pilfering incidents.

I'm not sure what I think of all of this. Berger's contention that his actions were simply a result of "sloppiness" doesn't hold water. The possiblity that Berger was pilfering drafts of the millennum report with embarrassing handwritten notes in the margins sounds like a possibility.

This is admittedly more marginal.
