Candidate Obama, responding to a question from the Boston Globe:
In what circumstances, if any, would the president have constitutional authority to bomb Iran without seeking a use-of-force authorization from Congress? (Specifically, what about the strategic bombing of suspected nuclear sites -- a situation that does not involve stopping an IMMINENT threat?)
The President does not have power under the Constitution to unilaterally authorize a military attack in a situation that does not involve stopping an actual or imminent threat to the nation.
And yet, we’re firing missiles at Libya without a declaration of war from Congress or even an “authorization for use of military force.” I’ve little doubt that Obama could likely get such an authorization, but he apparently can’t be bothered. I anxiously await Rep. Dennis Kucinich’s call for impeaching President Obama.
Over at Josh Marshall’s Talking Points Memo, the editor manages to write an extensive post characterizing the military action as a “bad, bad idea” while failing to mention the name of the Nobel Peace Prize recipient who authorized all of the bombing.
