I'm certainly not going to defend the free-spending ways of President Bush and the GOP-led Congress over the past several years, but the unveiling of Bush's new budget plan has proven that while ready cash may be in short supply on Capitol Hill, gall is not.

I have some good news for the Democrats in Congress -- the constitution, Article 1, Section 7:

All bills for raising Revenue shall originate in the House of Representatives...

It takes two to tango, and the only combination in recent years that has been able to hold down spending was a GOP-run Congress and a centrist Democrat president -- two things we are unlikely to have again anytime soon.
