Today's New York Times editorial proclaims the government has "The Right to Ban Arms." The editorial is in response to a D.C. Circuit Appeals Court ruling that the District's blanket ban on handguns is a violation of the Second Amendment's right to bear arms.
The editorial is the predictable guns are evil liberal tripe, but you've got to love this beauty conclusion:
The new decision jeopardizes sound legal precedent and the district’s law. It would imperil needed gun controls in place in jurisdictions around the country at a time when violent crime in many places is once again on the rise. It must be overturned.
D.C.'s gun ban has been in place since 1976. Oddly enough, the site of the nation's most restrictive gun control laws still managed to have sky-high murder rates in the late '80s and early '90s that it was called the "murder capital of the U.S." In 1991, 482 people were murdered in the district. Even in 2002, the District won the infamous appellation again when 262 people were killed.
Obviously the gun ban has worked. (/snark off)

I visited my college roommate in DC when he was interning (briefly) at the Heritage Foundation in 1991. It was a dark joke that somebody was killed every day (and, obviously, more than one a day judging by the statistics).
