Luban's is little more than a treatise against the U.S. government using any sort of physical, emotional or mental distress against terrorists plotting to attack the U.S. Krauthammer, on the other hand, does an excellent job of laying out all of the pitfalls and creating some sort of workable framework for debate on the issue.
