The latest accounting scandal involves a (forgive the laundry list of nations) "Russian-born Canadian under arrest in Germany." It seems the man is allegedly part of an arms-smuggling operation involving Middle East countries, including Iraq -- in violation of the U.N. arms embargo.

The man's name? Arthur Andersen.
